John Graham was first elected to the NSW Legislative Council in October 2016 and was re-elected in 2023 for another eight-year term. In addition to serving as Minister for Roads, Graham is Special Minister of State, Minister for the Arts, Minister for Music and the Night-time Economy, and Minister for Jobs and Tourism. He is also the Deputy Leader of the Government in the Legislative Council.

Graham is a member of NSW Left and has an extensive history with the Labor Party predating his entry into Parliament, having joined the party in 1991. He served six years as Assistant General Secretary for the party's NSW branch, has worked as an advisor to the NSW and QLD state governments, and was Deputy Chief of Staff to then-Premier Nathan Rees. Outside of politics, Graham has worked in the higher education sector and for the Finance Sector Union.

In line with his strong interest in music and the arts, Graham was the founder of Labor Loves Live Music. From a policy perspective, he has demonstrated a strong interest in economic justice and equality, the environment and education. He is married to Jenny McAllister, who is currently a NSW Labor Senator and Assistant Minister for Climate Change and Energy in the Albanese government.
